As the above proposals involve an alter-

ation of the conditions upon which you sanctioned the purchase

of the new site for the Post Office, I have not taken any

steps to invite

competitive designs for the new building

as authorised by you in your telegram of the 24th. of March

last, and I await your decision on the question of whether the

site shall be utilised for the accommodation of the Chinese

Postmen or not.
